| Need: |
Perform a Phase I Environmental Site Assessment (ESA) as a component part of transactional due-diligence activities at a 40-year-old marina. The identification of Recognized Environmental Conditions prompted the performance of a Phase II ESA. |
| Scope: |
- The site history was reviewed to identify possible property ownership and/or uses that would suggest environmental impact(s) to the site.
- Standard environmental record sources maintained by federal, state, local, and tribal agencies were reviewed.
- Physical characteristics of the site were reviewed, as shown on USGS topographic maps, for the site vicinity.
- A site reconnaissance was performed, and portions of adjacent sites visible from the subject site and public thoroughfares were visually inspected.
- Interviews were performed with individuals and local government representatives considered likely in possession of useful information.
- Phase II ESA (soil and groundwater quality) testing was performed to address the RECs identified during the Phase I component of the ESA.
- A report was prepared, which documented investigative methods, findings, opinions, and conclusions, and a discussion of any data gaps encountered.
- Phase II ESA testing indicated the existence of both soil and groundwater contamination at the former location of underground fuel storage tanks (USTs).
- A previous report (prepared by others) erroneously indicated that the former UST area was not impacted.
