HSA Golden was tasked with the expert review and evaluation of master drainage, wetland mitigation, and construction plans with respect to non-compliance with Southwest Florida Water Management District permits - specifically, the failure of mitigation area plantings - in two drainage canals. |

- Reviewed as-built construction drawings, surveys, and site inspection reports per the SWFWMD permit.
- Conducted site reconnaissance to document site conditions.
- Performed erosion and stormwater flow calculations to support expert opinions.
- Compared as-built surveys with construction plans to identify deviations potentially resulting in permit non-compliance.
- Prepared expert's report of findings.
- Significant deviations between as-built surveys and construction plans were found to have caused the failure of mitigation plantings.
- Report supported contractor's settlement with Centex Homes.
