
Greater Orlando Aviation Authority - Cargo Road Realignment
The realignment of Cargo Road across a portion of the 75-acre Cargo Road Landfill at Orlando International Airport involved
design and installing of sheet piling, excavation of landfilled materials, the segregation, testing, and disposal of excavated
material, and proper backfilling of the excavation in preparation for roadway and infrastructure construction.
The center photograph shows the differential settlement associated with construction over landfill material; the right most
photograph shows the absence of differential settlement as the result of the removal of landfill material. In total, 43,000
cubic yards of Construction and Demolition (C&D) material and 68,000 tons of Class I (municipal waste) material were excavated.
Mechanical screening separated approximately 12,000 tons of Class I material for off-site disposal and 62,500 cubic yards of
material which was retained on site as backfill; these procedures saved over two million dollars in waste disposal costs.
HSA Golden also developed, permitted, and implemented a Groundwater Monitoring Plan for the entire landfill, involving
installation and sampling of 29 monitoring wells and testing surface water at seven locations surrounding the landfill.
